Off plan and secondary market are two different ways of buying real estate:

5.Conclusion of Tenancy Contract
Utility bills are not included in the rent, gas, water, electricity you connect on your own. After the conclusion of the Tenancy Contract, you receive Ejari. In other words, it is a temporary residence in the rented apartment, so you receive utilities in your own name.

Golden resident visa in the UAE can be obtained for 10 years for investments in real estate from 2 000 000 AED. It is allowed to buy real estate in special areas, Freehold Zones - there foreigners can buy objects in ownership. The minimum investment amount is 2,000,000 AED - that's about $545,000.

In Arabic terminology, Ejari means "my lease". According to RERA Law No. 26 of 2007, all rental agreements, regardless of the type of property, are required to be registered through the Ejari online portal. The main purpose of Ejari is to legalize the relationship between the property owner and the tenants, in the form of legally binding documents and their structuring in a manner approved by the government.
In March 2010, RERA made it mandatory for landlords to enter the necessary details such as the terms and conditions of the lease agreement and information about the property and its owner on this portal. The Ejari system protects all parties to the transaction: the landlord, the tenant and the property management company (if one has been involved). The system assigns a unique barcode to each record for future reference.

Each developer has their own rules, but in general resales are allowed when the building is 40% complete and 40% of the total cost has been paid.

There is no direct property tax in Dubai, making it an attractive investment destination. However, the following tax liabilities arise when buying real estate in Dubai:

1. Dubai Land Department Property Transfer Tax (or Transfer Fee): This tax is levied on the transfer of property from the seller to the buyer. The tax rate is usually 4% of the assessed value of the property.
2. Annual Property Tax: Dubai has an annual property tax called the Annual Property Ownership Fee. The tax rate is usually 0.25% of the assessed value of the property. It is included in the utility bill. There are homes in freeholds, with ownership for 99 years, where this tax is not paid.
3. Commission on registration Trustee Fee (or Registration Fee): Only public notaries can register the transaction. Therefore, when buying real estate in Dubai is charged a fee that is less than 1% of the value of the property. In the calculations below, it amounted to 0.45%.
4. Realtor commission Comission. In Dubai it is impossible to conclude transactions without a realtor. The realtor's commission is 1-3% for secondary real estate and 2-7% for primary real estate. It can not be avoided. When buying secondary real estate on this commission you can try to bargain. And with low demand for the object, it is possible to bargain 0.5-1%. When buying new real estate it is impossible to reduce this hidden cost.

Gold visa

"Gold visa" - a permit to reside in the UAE for 10 years.

For buyers of real estate, the lower investment threshold is up to 2 million dirhams, allowed to attract credit from local banks, removed the restriction on the purchase of real estate in the design stage, provided that the developer has the approval of the government.

Visa for 3 years

To obtain a resident visa for three years, it is enough to buy real estate in Dubai at a cost of 205 000 dollars. This visa can be repeatedly renewed every three years. The investor can also issue visas for his family. Visa is issued not only for the person who purchased the apartment, but also close family members. The main condition is that the property was ready, or built by 50% or more. And paid already 750,000 dirhams (205,000 dollars)

In the first case and in the second, the sums must be paid. And the property itself must be built more than 50%.
